A UAE "labour ban" is a one-year bar on being issued a new work permit. MoHRE imposes it on private-sector workers in set cases: resigning during probation where the employer had not breached the contract, a work abandonment (absconding) report proven valid, or a permit cancelled at a fictitious establishment. The first two rest on Articles 9 and 50 of Federal Decree-Law No. 33 of 2021. You can check for one on MoHRE's call centre, 600590000. Some workers are exempt.
Who this guide is for
This guide is for foreign employees of private-sector companies registered with the Ministry of Human Resources and Emiratisation (MoHRE) who think they may have a labour ban, or are about to resign or stop work and want to avoid one. It follows Federal Decree-Law No. 33 of 2021 (the Labour Law), Cabinet Resolution No. 1 of 2022 and the UAE Government portal's guidance.
DIFC and ADGM employees and domestic workers are under different rules and are not covered here.
When does a labour ban apply?
The UAE Government portal lists three cases:
- Probation resignation. The worker ends the contract during probation, provided the employer had not breached its obligations. Article 9(6) of the Labour Law says a foreign worker who leaves the UAE without following the probation rules is not given a work permit for one year from leaving.
- Proven absconding report. A "work abandonment" report against the worker is proven valid. Article 50(1) says such a worker is not given another work permit for one year, and that another employer who knows of it must not employ them in that period.
- Fictitious establishment. The worker's permit at a fictitious establishment was cancelled.
The portal says the ban follows a labour complaint filed by the employer, which MoHRE reviews through several stages before imposing it.
When the year starts. The portal and Article 8 of Ministerial Resolution No. 47 of 2022 say the ban period starts when the worker leaves the UAE, and Article 9(6) says the same for probation cases. For absence from work, Article 50(1) and Article 28 of Cabinet Resolution No. 1 of 2022 count the year from the date of the absence. Confirm your own dates with MoHRE.

How do I check if I have a labour ban?
- Call MoHRE on 600590000. The UAE Government portal says the call centre can confirm whether a ban has been imposed. It runs from 8 am to 8 pm in several languages.
- Use MoHRE's other channels. The portal also points to MoHRE's website, app and approved service centres.
- Online enquiries. MoHRE's enquiry portal (inquiry.mohre.gov.ae) includes enquiries on absence from work complaints and electronic work permit information. As of September 2026 it does not list a service named "labour ban", so the call centre is the clearest official route.
Step by step
- Work out which ground might apply. Probation resignation, an absconding report or a fictitious establishment.
- Call MoHRE. Ask whether a ban exists, the reason, and the start and end dates.
- Check for an absconding report. If there is one, see whether it can be cancelled, for example if you were on approved leave or at work.
- Check the exemptions. Family residence, Golden residence, a needed skill level or, for absconding, returning to the same employer.
- Gather evidence. Collect documents showing the ban is unjustified or that you are exempt.
- File a grievance. The portal says you can contest a ban through MoHRE's approved channels, attaching supporting documents. Article 35 of Cabinet Resolution No. 1 of 2022 allows a grievance to MoHRE's grievance committee within 30 days of learning of a decision.
- Keep every reference number. Save messages and application numbers.
- Check again before a new job starts. The portal says a ban lifts automatically when its period ends.

Common mistakes
- Confusing a labour ban with a travel ban. One blocks a new work permit; the other stops you leaving the UAE, and they are checked in different places.
- Relying on unofficial "ban check" sites. Use MoHRE's own channels and never share UAE Pass codes.
- Missing the grievance window. Article 35 allows 30 days from learning of the decision.
- Stopping work without a record. An absence of more than seven consecutive days can lead to an absconding report.
