How it works
- Employment or salary: MoHRE for many mainland private-sector matters, or the relevant free-zone authority where that applies.
- Rent or eviction in Dubai: the Rental Disputes Center and the Dubai Land Department’s information channels.
- A court file already open: the electronic services and case-management channel of the judicial authority in that emirate.
- Anything else: the relevant judicial or dispute-resolution authority in that emirate, once the exact claim type is confirmed.
- Jurisdiction can also depend on the contract, the parties, the location, a free zone or an existing file, so verify before you submit anything.

Do I need a lawyer for a MoHRE labour complaint?
Not to file one. The MoHRE complaint process is free and designed to be used without representation, and many salary matters settle at the amicable stage. Legal representation becomes more valuable if the matter is referred to court, if the amounts are large, or if the facts are disputed.
What is the difference between an advocate and a legal consultant in the UAE?
An advocate is licensed to represent clients and plead before the UAE courts, Public Prosecution and judicial committees. A legal consultant advises, drafts contracts and opinions and supports strategy, but does not ordinarily have the right to represent you before the onshore courts. Federal Decree-Law No. 34 of 2022 sets out the distinction, so check which one your matter actually requires.
